EN 14181 – Quality Assurance of Automated Measuring Systems

Waste Incineration Directive (WID) and the Large Combustion Plant Directive (LCPD) specify performance standards for monitoring. They also set out the overall performance requirements for both continuous and non continuous monitoring through uncertainty allowances expressed as a percentage of the Emission Limit Value. These uncertainty allowances are expressed as a 95% confidence interval and specify overall requirements for accuracy and precision.

 

EN 14181 specifies requirements for 3 quality Assurance Levels and an additional annual surveillance test. These are:

 

QAL1 – Initial Selection of AMS (CEMS)

 

This is the first quality assurance level, and determines the fitness for purpose of an AMS. Under QAL1 AMSs are required to have been tested by a laboratory, approved and accredited to ISO 17025 and for data to be available on a number of performance characteristics.

 

QAL2 – Calibration of the AMS (CEMS)

 

This is a procedure to determine the calibration function and its variability, and a test of the variability of the measured values of the AMS compared with the uncertainty given by legislation. A calibration function is established from the results of a number of parallel measurements performed with a Standard Reference Method ( SRM). The variability of the measured values against the AMS is then evaluated against the required uncertainty.

 

Again, measurements are to be carried out by a testing company accredited to ISO 17025. The standard requires at least 15 parallel measurements spread over three days.

 

QAL3 – Ongoing Quality Assurance

 

QAL3 determines the ongoing quality assurance of the AMS in operational use. It requires the operator to ensure that zero and span measurements are carried out periodically and that there is no inherent drift in the system.

 

AST – Annual Surveillance Test

 

This is an annual check to ensure the AMS is within calibration and can pass the requirements of the standard. This is similar to the QAL2 and requires fewer parallel SRM tests. Measurements are to be carried out by a testing company accredited to ISO 17025.
